It doesn't come with any adhesive, there is no reason with the proper adhesive, that it wouldn't stick to anything.
My last questions ; Would it hold well to most plastics? When sunlight heat is transferred from my boat ceiling to the in side would the glue hold the Velcro to its place , just in the under side of the ceiling without falling ?
