Two questions about the Luxfer 106 tank please - Second - the restriction on air use only - is this simply a liability issue, or are there components in the tank / valves / manifold that cannot be reliably cleaned for use with a higher percentage of O2?

Correct, the manufacturer doesn't suggest the Higher O2 content at such pressure ratings due to liability.
