Hi Craig,
The tank does ship with the valve removed. The tank comes ""Oxygen cleaned for use with up to 40% pre-blended Nitrox"". Unless you plan to use partial pressure blending or a oxygen content in excess of 40% you will not need to do anything else to the tank.
