I dive in mid 30F water. I have a polartech powerstrech one piece under my DUI drysuit and am looking for more warmth. Will this fit under it as a base layer?

It all depends on how much room you have under the polartech one piece, you may also consider using it over the polartech, as it is a two piece undergarment. The Arctic is Fourth Elements secondary layer in their thermal line, their base layer is the Xerotherm line of products.
