So essentially, the air leaving a SCUBA tank will often be much colder than the surrounding temp. This is due to the fact that when compressed air is released, it rapidly cools as a result of being released from pressure. What the Scuba Heat unit does is give the air more surface area to travel through prior to entering the second stage, and even though the surrounding water can be quite cold, the air coming out of a tank may be as cold as -6 F. So by passing through the Scuba Heat coil, it is being warmed by the surrounding water column and then passed onto your second stage.
