Is this bright enough to be seen underwater or only on the surface like a dsmb would be seen on the surface and used only on the serface or can it be used to help divers see you under water easyer...

The primary purpose of this light is to make it easier to spot fellow divers in dark waters. As far as its visibility from the surface, it's tough to say how easy it would be to spot as water is constantly changing in its visibility. I would not rely solely on this light to be able to help others locate you underwater from the surface, an SMB is the best tool for that kind of job.
